Submitting Just-in-Time (JIT) Information

Just-in-Time" (JIT) is an initiative of the National Institutes of Health (NIH) Extramural Reinvention Laboratory under the auspices of the National Performance Review, in an effort to create a government that works better and costs less. JIT postpones the collection of certain information until applications have a likelihood of being funded. This delayed exchange of information significantly relieves the administrative burden for the 75 to 80 percent of applicants who will not receive an award. In addition, it ensures that the information exchanged "just-in-time" for the award is current. 

 

Please follow the steps outlined below when preparing your JIT report for the Office of Sponsored Programs (OSP) for review and submit to the NIH.

 

  1. Principal Investigator (PI) receives an email request for JIT information and compiles the requested material:

    • An updated Other Support document for all key personnel (template: http://research.utmb.edu/askforfunding/files/othrsprttpl.doc)
      NOTE: Individuals cannot commit more than 100% effort at any given time, including effort devoted to research, clinical appointments, teaching and administrative duties.

    • Human Subject Protocol Approval Certification

    • Human Subject Education Training Verification

    • Vertebrate Animal Protocol Approval Certification

  2. After all the required data is assembled, PI logs on to eRA Commons, and selects "status" from the menu bar at the top of the page. A list of all the investigator's NIH applications appears. In the right-hand "actions" column, a link to the JIT form can be found in the row assigned to the relevant application. Clicking the link opens the document. Using the "import" button, the PI uploads the Other Support document.

  3. On the JIT page, the PI also inserts the certification dates for IACUC and IRB applications, as appropriate, as well as the certification date for human subjects education, if necessary.

  4. After the Other Support file is uploaded, and the certification dates are inserted, PI selects "save" to complete the report. To verify that the file has been uploaded as desired, the PI may choose "View Just-In-Time Report" to open the file.

  5. At this point, PI sends an email to the appropriate Pre-Award Specialist, saying that the JIT report is ready for review.

  6. Please allow three (3) working days for the OSP review, in order for the submission to receive the attention it requires.

  7. OSP will review and indicate any recommendations/corrections. Revisions or corrections should be made, and the revised Other Support file uploaded, if necessary. Again, notify the Pre-Award Specialist the amended JIT report is in place.

  8. When the report is correct, the Pre-Award Specialist will forward the file to the Signing Official for submission to the NIH.
